SGS Reminds Brands and Retailers that Shandong Province, China, has Updated its Fire Safety Implementation Regulations

On February 2, 2018, the Chinese province of Shandong issued updated regulations regarding responsibility and implementation of fire safety measures. These regulations came into force on April 1, 2018.

The Chinese province of Shandong issued “The Responsibility Regulation of Fire Safety Implementation in Shandong Province” on February 2, 2018, updating and strengthening the previous regulations in several ways.

The new regulations are stricter than previous requirements, and include changes such as:

• Addition of nine articles about the responsibility of the unit
• Clear requirements that the unit must prepare a firefighting and emergency evacuation plan
• Organization of at least two fire-drills annually, up from one in previous regulations
• Clear statement that a procedure shall be established for the fire control room, with dedicated staff (at least two) on duty at all times. The operators shall have a certificate of Fire Fighting Qualification

The enforcing of the regulation on April 1, 2018, has changed the regulatory landscape as preceding this there were no specific requirements relating to firefighting responsibility for the unit during the supervision process. The only relevant document that could be referred to was 61st order of The Ministry of Public Security, issued in 2002, but this had largely become unsuitable due to the passage of time and the subsequent issuing of articles.

The new regulation also specifies the various governmental department’s responsibilities and authorities, but this does not impact social responsibility in the supply chain.

Brands and retailers across the world should be aware of the impact this change will have on their supply chain’s social responsibility and ensure that the economic operatives in their supply chains are compliant.
