On May 30, 2018, the World Trade Organization (WTO) circulated Nepal’s intention to revise its requirements concerning hazardous substances used in toys – the Draft Technical Regulation on Children’s Toys
The proposed changes alter Nepal’s current toy standard, which came into effect in July 2017. Changes include:
• Designation of ISO 8124-3:2010 as the method for testing the migration of seven heavy metals. These are:
o Antimony - ≤ 60 mg/kg
o Arsenic - ≤ 25 mg/kg
o Barium - ≤ 1000 mg/kg
o Cadmium - ≤ 75 mg/kg
o Chromium - ≤ 60 mg/kg
o Mercury - ≤ 60 mg/kg
o Selenium - ≤ 500 mg/kg
• Designating X-Ray Fluorescence (XRF) as the method for assessing lead content in:
o Paints or paint on painted materials - ≤ 90 mg/kg
o Accessible substrates - ≤ 100 mg/kg
• Deleting the requirements for bisphenol A (BPA), bromine, phthalates and zinc
The announcement was circulated in an attached to WTO document number 18-3239 and notified under G/TBT/N/NPL/5. It will potentially come into effect in late 2018 or early 2019. Stakeholders should now ensure their products comply with the latest developments in Nepalese toy safety standards.
